The browser collector does not set a visitor tracking cookie. Counter is designed to measure site activity without building an advertising identity.
Visitor identifiers are derived with a rotating keyed hash; raw visitor IP addresses are not stored in the analytics event stream.
Do Not Track and Global Privacy Control are honored by default for new sites.
Sites, reports, keys, quotas, and lifecycle jobs are bound to the owning account, with tenant checks at each access boundary.
